Not to let Microsoft gain any ground on the console front, Sony has announced that the company will be entering the China console market when the ban on imported consoles and their video games is lifted in September.

Just like Microsoft's collaboration with China's BesTV, Sony's also be working with a local company called Shanghai Oriental Pearl Culture Development (OPCD in short).

After reading up on it, there is a ban on video game consoles, but it is not actively enforced. Instead the main problem is that the government also restricts what types of games can be sold as well as imposes taxes on the hardware. So the real problem is that "official" game sells loose out to black market and grey market because the black/grey stuff is cheaper and has a wider selection. Thus it's hard for a company to try and set up retail channels.
