These are the most influential people on Twitter? Really? What definition of "influential" are we going by here? Do they make you do stuff or buy things just because they tweet about it? Hmmmm.

We asked PeerIndex to rank for us the most influential people in tech on Twitter. PeerIndex assigns each user a score of 0-100 by analyzing the speed and quantity with which users spot and share their tweets. We've included both the overall PI ranking for each tweeter, as well as the specific PI ranking among Twitter users in the tech community.

Did you read the quote you provided? It answer your question pretty clearly... ;)

Basically, it's just "who is most popular". A numbers game. Like almost all social media. More hits = More influence/power/popularity/etc...
