The European Commission has ended its probe of IBM after the computer maker knuckled under to its demands. Everybody involved is "pleased" with the outcome and issued "win/win" statements.

EU antitrust regulators accepted concessions offered by International Business Machines Corp to end an antitrust investigation and avert a possible fine, the European Commission said on Wednesday. The U.S. company had in September proposed to provide certain spare parts and technical information to other companies which maintain its mainframe hardware and software, under fair and reasonable terms.

Whats that you say. Oh its just my hand out opening waiting for you to drop money in it.

All Europe does is sue American companies for antitrust violations when they have nothing to replace them with.

How can an antitrust board have an ending thats win/win for everyone?

Option 1. IBM found to be doing bad crap. Pays fines or has to stop doing stuff, EU: Win/IBM: Lose.
Option 2. IBM not found to be doing bad crap. Doesn't pay fine. EU: Lose/IBM: Win.
