The Securities and Exchange Commission released guidance to publically traded companies addressing the disclosure of cyber attacks or serious security breaches. The guidelines reflect the concern of the agency in regard to recent cyber attacks on companies like Sony and CitiGroup.

“Intellectual property worth billions of dollars has been stolen by cyber criminals, and investors have been kept completely in the dark.”

There is a big difference between "urging" and "requiring" --which I'm guessing the SEC doesn't have the authority to do on their own (though if someone can find information to confirm/deny I'd be glad to know).

As long as it is only "urging", how many corporations will up and do the right thing?
