It seems to be a game where a man with a numb hand can control time to make paths for himself by stopping stuff. I'm not realy sure about the play record bits, maybe testing out paths or something?
It didn't really seem to have many "puzzle" areas, more trial and error kind of things.

Yeah, that game did cross my mind when I saw this but yeah, not exactly sure where they are going with this.
Didn't Braid already do something similar to this?
That's what it reminded me of.
