Alright I'm frustrated and I have spent the last couple of days reading reviews and trying to get a better grasp of what to get and trying to avoid doing just this, because I generally believe that these types of posts don't help the community that much.

Zero82z thanks for the idea, I was able to get my little media box to boot with my Enermax Galaxy 1000 PSU....
So I don't even know where that leaves me with this PSU other than I cannot get it to run on my current system build.

So I might have found the issue with PSU, the CPU power connector might be bad. I unplugged it from the motherboard and tried to power it on, and the exact same symptoms occurred, powered on for half a second and then powers off.
Does anyone have any idea what would cause this, or a way to fix it?
Connecting the green (power) black (ground) on the motherboard connector does cause the power supply to turn on and power my fans, It has been tested running 4 fans.

Figured it out
While in safe mode changed the security settings of the file to deny all except for administrator, then was able to end process with out it coming back up, and then deleted the file...
As of right now it is gone...

quick list of problem,
I've got a virus that i can't get ride of, my new boss's old employee's computer.
NAV finds it but can't get ride of it, because its running
booting into safe mode and it is still running...
