When you say surround sound, do you mean just a speaker set? Just an A/V receiver? Both? Is this for your computer or for your home theater? For $80, the best you are going to probably do is get some lower end computer speakers.

Mpeg2 is the format used for DVD's. Divx is mpeg.
This looks like something to use for coverting DV (stuff from a digital camcorder) to mpeg2.
