Got an Asus X99 Deluxe that I got back from Asus for a dead RMA I sent in.

Don't know if it would work in your application, but I have an old High-Point PCI AIC that is ATA 66/133 and is capable of using with an IDE CD-Rom.

I've had great experience with WD Golds. 20 plus in the last 5 years with zero failures! 5 year warranty & a few bucks less than Blacks for some reason.
I have heard that WD is going to discontinue them and replace with Hitachi branded enterprise Helium drives.
Appears as though you have bad memory slots but could be the memory controller in the CPU also. You should run Memtest with the pairs to verify that the memory is in fact good!
I second the choice of the Fractal R6 but would go with the silent Edition. Solid side panels with sound deadening material through out, capable of a massive number of drives. Also agree with the 970 EVO as your boot disc. For storage a 2TB WD Gold is only $113.
I would stay with the 850 PSU...
The set-up I used was an Asus WS C422 PRO/SE, W-2145 CPU (SolidWorks doesn't yet make use of more than 8 cores), 128GB Kingston ECC ram, two 905P M.2 Optane drives in Raid 0 installed in an Asus M.2 X16 PCIe AIC and a PNY RTX 5000 graphics card.
Raid set up was really simple in the UEFI Bios...
I did put a pair of 380GB M.2 Intel Optane 905P drives in a raid 0 boot drive set-up for a customer just recently. Didn't do any benchmarks, but this thing is noticeably faster than even the 905P U.2 single drive set-up.
Customer was using massive SolidWorks files that used to be slow to open...
I have been told by a reliable source that on some Asus boards, if you use a Hyper M.2 X 16 AIC to mount the drives you can get Samsung 960 & 970 Pro drives to boot! Haven't actually done it myself, but I believe he did make it work.

Take a mess of pictures of the cpu socket pins before you sent it back to Asus. Last one I RMA'd, I sent some of those pictures with the mobo so they couldn't claim it had bent pins. Also make sure the socket cover is installed or they won't even look at the board,
Another trick I like to do is...
Asus has led's located thru-out the board to indicate status of cpu, memory, etc. (section 1.2.8 in the manual)!
If possible swap out PSU with known good unit.
Original packaging was inadvertently discarded. I have the boxes, but not the internal stuff.
