the X2 4800+ is the best consumer processor currently available, imo. If you want better then that, you could get a dual opteron, but those prices are very steep.
Personally I think it's a placebo, but placebo's do work as long as you believe they do, so I see no harm in it. In actuallity I think it would cause more tearing, since instead of your FPS being above 60 in order to avoid tearing, they now have to be above 75.
I think BeyondTV supports the plextor units for hardware divx encoding also, although I should mention I have not personally tested this. Here is a quote from the 3.7.2 patch notes:

I can not recomend the 6800gt on principle alone because of the 'promised' h.264 acceleration that never materialized due to the broken purevideo processor. So I would say get the XL, many will disagree with me.

I just tested it on a 9800pro all in wonder at work.
Playing 1080p video with WMV acceleration disabled in CCC = 45 dropped frames
With WMV acceleration enabled = 0 dropped frames
Also been tested by a few others on the Anandtech forum. It works.
ATI supports H.264 Acceleration since the 9700pro. Read this article here on how to enable it:

Unless MS has changed thier stance, as far as I am personally aware with 1 license you can legitimately install on 2 machines. Of of them is assumed to be a laptop. This might only apply to Windows XP and not Media Center Edition.
