Yes, there are multiple boards based on the nForce 4 chipset that have PCIe x16 slots. Some have 2 slots, some have 1. There is also at least one VIA k8t890 chipset-based mobo out that I know of, and it also has a PCIe x16 slot.

I'm pretty sure that the only reason valve even ported this was so that people who bought hl2 but hadn't played hl could follow the story. I also seem to remember reading that it was an initial attempt to see how simple it was to port things to the Source engine.
