For the 295X2 you can use any of the PCIe connectors. You should only use the cables with single connectors for power. The single cable with two connectors on it will not hold up to the power draw of that card.
Given your system specs your not pulling enough power to get the fan to spin up. It only comes on based on temperature and load. If you are pulling less than 300 watts @ 25 c it wont come on.

H80/H100 have a 2 amp per header or 4 amps total across all 2/4 (respectively) connectors on the control board. My nod is for the Noctua F12 fans if you want a good replacement fan for the H80 stock fans.
The unit Corsair uses does not have this functionality built into the unit.

The only real place to install a H70 on a 600T is on the rear exhaust opening. The front and top mounted 200mm fans block any other area you would have to install it. Just remove the stock 120mm fan from the rear and replace it with the H70 fans/radiator.
