Also look at the W3680 and W3690 since you're only running a single cpu. These are the same as the 980x and 990x, but with ECC enabled and the Xeon name.
The Quadro NVS cards can output up to 4 monitors each.
They also have a feature called mosaic that lets you group all of the displays, even connected to multiple cards, together similar to how surround or eyefinity works.
The RDMs would work but you have to ssh into the host to create them.
If you have an iSCSI SAN you could connect the boot LUNs you want to copy to some Linux vm and copy them that way. You mentioned "team silos" so you'd need access to the SAN to register the linux vms initiator with the hosts...
Except the advantage of running multiple monitors in that configuration is that you can create significantly more resolution in the same amount of physical space. Again, 3840x2160 over 40" is not something that works well as a computer monitor.
The fact that it's 40+ inches. That is a television, it belongs in a place where you sit several feet away from it. That is not a proper computer monitor at all. Everything is huge even at 4k and you'd be moving your head all over the place.
Any computer monitor should top out at 27" imo...
It's only a problem for these idiots who want to use a television as a computer monitor. Even 4k at 40"+ is awful.
These are probably the same people who weren't made fun of enough for using 30"+ tvs as monitors at 1080p and now think that is acceptable.
How responsive does the external display need to be? If it's just for making a couple settings changes and then starting the server VNC would work fine.

Is your host swapping?
If you've allocated more memory to the VMs than your host has it's probably swapping badly. If you've got 10 VMs with 1Gb each you're definitely going to want 16Gb in the host.
A lot of machines, like the OPs W520, have pcie 2.0 lanes to the expresscard slot. I've run this setup before and it's not nearly as crippling as you'd expect. Even a "crippled" semi-modern graphics card is significantly faster than anything in the kind of laptops you'd want to do this with...
