rooting just gives you root access to the OS. Rooting some devices also requires circumventing security features design to prevent the loading of unofficial ROMs. Short answer no long answer it can get you part way there.

X doesn't have AWS (1700/2100) bands so it will not get UMTS/HSPA(+) on T-mobile. T-mobile does have 1900 HSPA+ coverage in Vegas and is expanding in other areas.
