X470 / B450 Motherboards will not get support for Zen 3 until January according to AMD, so you shouldn't upgrade now. Wait until there is bios available for your motherboard and then decide if the performance is worth it for you.

It will work. The only thing I'd watch out for is the default voltage, you might have to decrease it to 1.5v or so, and you also might have to decrease the memory speed to get it working right.

Problem is that Q9550s cost almost the same as a 2500k on the ebay/forums, so I recommend skipping the old generation due to cost. Unless you can find one for around $100 it isn't worth it IMO.
Also, at that resolution, 2500k would be a lot better since low resolution have a bigger impact on cpu.
I think you are better off getting a 2500k upgrade and pair it up with a gtx 570 or even a used 580 might fall within your budget. 6950 2gb / 6970 are also good options.
Q6600 at 3.0 is still slow for the above video cards, never mind a 7970...
I'd say dual 6970s would be a better investment since they have 2gb of vram which is good for multi monitor support that you want to use it for. Unless you plan on getting the 3GB 580s, I'd go with the 6970s.
AMD has no reason to price this card cheaper, since it handily beats the 580 and the 580 costs $500. Once Nvidia releases something better, then the price will have to go down.
Set the 140mm rear fan as intake instead of exhaust, and add some fans at the top and set those as exhaust. Position your cooler so it will take the air from the rear fan.
