Get powerleap's adapter and go to 1.4 ghz. Get a Geforce 4 or radeon 9000 or better vid card. Find out your' mobo's max ram capacity, which is prolly 1 gig so buy 4 sticks of pc100 or 133 256mb sdram. Get water cooling. Overclock to 1.6 ghz.

Yeah but it didnt work at all even when it had proper cooling. The processor never got hot in any of the systems, I doubt it would be destroyed by not using the heatsink for five seconds.

Try turning off thermal throttling and running the benchmarks. Also if you can try to use pc mark as it is a better benchmark for the CPU than 3dmark which is geared towards the graphics card.
Prime95, and specview are also good benchmarks to compare. Or even Sis-Sandra.
Don't expect blazing graphics if you are using the TV tuner. The reason its grainy is because the monitor has resolution that can't compare to your TV. The only solution to this would be to hook up a digital receiver through your video imput and use that.
The cable sleeving is supposed to match the motherboard. If you look closely, all the connectors on the motherboard are UV green as well. PCI, AGP, the dimm slots.
