My Q9400 will do 3.6Ghz on that voltage, so it may not be the cpu voltage holding you from stability but possibly the GTL, NB, or RAM settings. There's a lot to play with ;)

1st being to find out if your school will allow WOL packets through routers. Where I work, they're blocked.

what kind of compound? If it's electrically conductive or has capacitive properties you may have something to worry about if there is any left behind. I've gotten non-conductive paste on cpu pins before and had no issues though.
That's quite possibly the ATI HDMI Audio out. You can download the driver for it either from Realtek or ATI. I have a 4850 on my HTPC and a device similar to that was in device manager until I installed the HDMI Audio drivers.
According to AVSforums, the Intel G45 (integrated video) is supposed to provide 8 channel LPCM via HDMI as well.
