I have been using gpu tweak with my 6950. I like it a lot better than smartdoctor (sd never made it past an hour before it was uninstalled). The one thing I wish they would have would be an option for sloped fan ramp but you can put as many steps in there that you want so it works fine.
Are the games all at the same settings as with the 280 because looking at typical benchmark scores, the 6950 should give you roughly double the frames. I think most games will detect what settings are "best" when you first load them so you are probably at higher settings than what you were with...

Look on the motherboard. All the ports have labels next to them. You have the manual page. Look, compare, find and plug in. The next page in the manual should have the Marvell ports on it.
You want 0/1 as those run off the Intel controller. The other 6GBs ports are Marvell. Intel usually has a little better performance however some boards, Gigabyte has released updated BIOS that supposedly improves Marvell performance.

Search on google on flashing the 6950 to the 6970 using 6950 modified bios. Same programs can be used to read the current bios off your card and modify and flash back. Make sure you keep a backup of the original BIOS.
You are currently limited on the drivers that work with the 560ti 448.
If you want quiet, get a card that has at least 2 fans and a heatpipe like that GIgabyte or the Asus DCII or MSI twin. Just be careful with the card dimensions.

I have been totally pleased with my UD3H-B3. There is a good chance people did not update the BIOS and were having issues with something or who-knows-what. Could just be that they got the wrong board to begin with.
Did you have it connected to a network with mapped drive or have something else connected to it (external drive) that is not connected to it now? After a reboot, does it do the same thing?

Have you tried powering up with a fan on the connector that you shorted? Use a fan you don't mind throwing away. Sounds like you released the smoke from the board and is destined for recycling.
Set the BIOS to PCIE and have iGP as always enabled.

You are basically looking at 10 fps difference. I would think another 6950 would be a lot better...
If you are going to get an SSD, just use it as your main drive. SSD caching was a great idea for smaller SSD drive but once you get to 64+ drives, it is pointless to use a spinner as your main drive.
Assuming you would have 8 GB RAM, disable your pagefile on all drives. This will save a ton...

What are you planning to do with your processor? If you are just wanting a mid-oc until you go water then 1 fan should be fine for now. It is also highly dependent on your case cooling. Minimal air flow will suffocate the HSF and cause higher temps.
