You might consider this setup:
LSI MegaRAID SATA/SAS 9260-4i or the 8i if you want a couple extra ports.
Intel RES2SV240 Plug-in Card SAS RAID Controller
vs the single card. Still gets you 20 ports and costs about 1/2 as much. From personal experience the solution works very well.
Hopefully AMD can get a driver fix out for the CFX "shuttering" that's not something anyone wants to see :(

From experience I can say the LSI is a great card.
It also works great with the Intel expander (see sig). I would sell the 9650SE and buy the Intel expander. Then you won't ever need to upgrade and raid elements again (as with the expander you'll be set for filling up your Norco).

I'm happy with my Samsung 2TB 'Green' drives. I would consider the cost per GB, more than the overall drive cost. It seems the 2TB for ~$79 is hard to beat imo.
LSI Megaraid 9260-8i would be my choice. I've very happy with my LSI Megaraid 9260-4i. Just make sure you check for the latest firmware; though it is an in-place update, so you don't loose an existing array.
You can see my benchmarks above that's through an expander, so you're looking at the above or better I would say. I don't think the expander is going hurt speed too much.

You could try M1015 + Intel RES2SV240. That would get you 24ports. The Intel expander also comes with most of the cables you'll probably need. I do believe 2 short and 4 long SFF-8087 cables.

You might consider a 4220, which is a 4U case; provides you with lots of drive slots as well can be upgraded to 120mm fan wall instead of the screamer 80mm's . As plugwash mentioned though, you still need to pull in enough air to keep everything cool, the case is pretty much just one big wind...
