Because the 16GB drive is not much bigger than the 2GB drive. IT costs more money to cram data into smaller spaces. If you'd like a 16GB flash drive that's a stack of 8 flash drives put together, then you might as well get a portable hard drive lol.
I seriously doubt the extra ram will keep you at a stable 20fps. It will definitely make load times faster, but your real bottleneck is the video card.
DDR2 will not work in a DDR machine. You can use any speed of DDR memory as long as it is above or equal to the current speed of your DDR as it will run at that speed regardless of what it is rated for.

The Normal Preset seems too dim as well as too warm for me. Changing it from Normal to 45 / 45 / 45 makes it look much better on my monitor. Try changing it and tell me what you think.

First off, Monster Cable is good... but not worth the money. There are better products out there for the money. Also, it won't make a huge difference but if you have interference problems it will help.
