Looks like a nice well rounded laptop for college. I think I would go for the upgrade if I were you. Not so much for the HDD space (that you can upgrade yourself later), a 1.8GHz Dothan is gonna last you a long time IMHO.
That would be a 1.5GHz Pentium M (not 4-M) if it´s a Dell Inspiron 600m
The Pentium Ms are both powerful and have low power consumtion. I estimate that a 1.5GHz P-M could go neck-to-neck with a 2.0-2.2GHz Pentium 4.
