This is the setup:
Windows 2003 DC using AD and group policy
Workstations are all Windows XP SP3
All workstations are on DHCP
The update worked sucessfully with 95% (maybe 300) of the desktops using WSUS
Only about 10-20 desktops are experiencing this "stuck" issue

We have a wsus box running as a vm. It's was originally a physical box until we did the p2v. So far it's being doing pretty well. As some has mentioned, just make sure the settings in your GPO are correct.

You are going to scratch your head all day. This sounds like there may be all kinds of incompatiable settings going here. Give google and quick search and if you can't find anything, just abandon it. Go all Vista or all XP.
I hate to break it to you but the job market is really bad right now and many IT jobs are outsourced or given to visa workers from India or whatever country. Why would I pay you 70k to do the work when someone else is willing to take 30k right? You can get plenty of information on IT at dice.com.

Are you running Vista with 1gb ram? Running it with anything under 2gb ram is a b1tch! That min. spec crap from MS is nothing but bull and we all know that by now. So doing that % thing is a bit misleading. Heck, I need 4gb ram on Vista just to be comfortable.

Your cable box should have no problem with the splitter. Your internet connection may degrade a little bit, but you probably won't even notice it. One recommendation is to make sure you use a higher quality splitter and not one of those cheap $5 types.
All you would need is a cheap decent switch. It can cost you as little as $15 bucks. You won't even need a gigabit one cause the xbox360 is running at 10/100. Just forget all that dual nic configuration on your PC and grab a switch at the store or online.
