put in the xp bootable cd ive used forever and even a ubuntu live cd.. goes to the BIOS and jumps into "safe boot, safe boot with command prompt etc screen" the boot order is CD ROM HD.. its always worked.. Any ideas?

you cant make a JPEG image into vector because its alreayd rasterized, youre kinda screwed you can get a tracer or use a vectorizing filer but that will only make a artsy looking picture. You need the original file, what did you make this in?
