Thanks for the info. I am running Cool and Quiet with the Windows Blanced plan and it seems to be working great. I am doing 2200MHZ when doing stuff on my desktop and boosting to ~4200-4250 in games and other intensive tasks.

So it turns out that I had everything default. I did some research and turned on Cool and Quiet in the BIOS and it seems to fixed it. This is what Idle looks like now. Only strange thing is that it no longer boosts to 4.1-4.2 like before, it only boosts to about ~4050 or so.
