I also have a Gigabyte 470x motherboard and 2x16GB samsung b rated at 3200CL15. They won't run past 3000 but I can tighten the timings to 14. When I hit this issue and was investigating, I think it's just that dual rank memory has issues past the 3000 mark on Ryzen. Seems to be somewhat common.
Forgive my ignorance of overclocking (AMD machines specifically) as that is something I really haven't done in a long time.

Just built a nearly identical system. Even on latest bios the system can't run my 32 gb gskill 3200 at xmp settings. Can pass memtest for awhile but the occasional blue screen. Slowly backing off, sitting at 2800 now. Otherwise has been smooth.
