Is it even viable to scalp via Amazon 3rd party? I'm not familiar with to what extent Amazon has their 3rd party sellers by the balls, but Amazon in general will absolutely shit on seller/merchant before fucking the customer. IE; customer claims card is DOA, damaged, demands a refund, etc.
I've tried plugging different places in for fun and I very much could order to some bumblefuck store in a bumblefuck state while I couldn't to NY, CA, coastal states, etc., so I'm fairly convinced there are regional allocation caps.
It will, and you will be able to add to cart, but you will not be able to checkout unless you select a store in bumblefuck nowhere, because there is 0 allocation left for your region (VA).
Where are you located? Apparantly the stock is region locked for pickup. Midwest has readily available units for checkout, while if you manage to add anything to cart on either coast, you're not going to be able to select a store for pickup.

Just as a heads up; each individual card is only able to activate/redeem one code. Once a COD code has been redeemed by a card, that particular card cannot redeem another.
