Results:
It is 43mm-15mm(or 16mm) equal to 27mm, but this not include space between cooler and mainboard, so will fit but without heatspreder.
Maybe with 13mm XT140 can work too.

I think io board with power (reset) button can be modular (custom front panels?!), mounted with screws and another side just cover plate mounted same way.
With ~65mm CPU cooler clearance to the side panel, maybe can fit:
120mm slim fan 15mm and slim radiator 22mm (Silverstone TD03-SLIM) and slim pump cpu block 28mm (Zalman LQ310):
15+22+28=65mm (too tight) and tubing and fitting may cause a problem. Oh and RAM memory height too.
