Dishonored was a great game.
The tools the developer gives you to move through each level are unique to this game - I know of no other first person game that plays like this one does.

When NPCs are at your level they're dead easy. All you have to do is spam the attack button. This is how virtually every main quest plays out.
When you're out in the wilds taking on difficult enemies, above your level, then sure you have to go to...

What you've discovered is that The Witcher 3 is soulless. As you said, Fallout 3 just sinks its hooks into you from day one, and doesn't let go.
Fallout 4 is going to demolish The Witcher 3. Bethesda is going to school CDPR.

I just bought Project Cars, and think it's brilliant. I've only managed to get in about eight hours so far. This is a 200 hour game easily. I've raced on only two tracks so far.

I remember seeing a trailer for Just Cause 2 before the game launched, and it put the game on my radar. The above isn't a trailer, but it's making me take further notice of this game.

Most RPGs are going to stick with the tried and true method of awarding experience points, by finding a PROPER BALANCE between questing and levelling your character via world exploration.
Of course quests should award you with more points than exploration - where...
I just went back into the game, to have a sixth or seventh look, and ended up playing for a half an hour.
Holy mother of god... I just experienced that moment where you grapple to the top of a building and... oh my god... I actually shouted out loud. I can't believe that happened.

I'm kind of surprised that you guys decided to keep playing. If I can't maintain a constant 60 FPS in a game then I give up on it. That rarely happens.

The Witcher 3 is actually designed for people who don't want to level up by exploring the world, but by just following the main quest.
Clearly CDPR was doing a lot of hand holding here - they want you to finish their game fairly easily.
That comes at a cost: the game has absolutely no soul.

How can you defend this game? In almost any truly great non-level-scaled RPG you'll encounter NPCs well above your current level. That's wonderful. You can't defeat them. It gives you a feeling of weakness.

Then it's an even better thing that all those gamers refunded their games, forcing WB to suspend sales. Now they know what will happen if they release a port like that.
But let's also not forget that open world games are notoriously problematic, yet Avalanche, with Just Cause 2, released one...
I think you'd find your answers by looking backwards in time. It seems to me that this game is a blend of Just Cause and Mad Max.
Also, don't forget that Just Cause 2 sort of came from out of nowhere. It was an unexpectedly good open world game. I was so happy when it finally gathered steam...
I'm having such a love hate relationship with this game. I think if it had been published by anyone other than the terrible CDPR I would've liked it a lot more... a whole lot more.
It's good that this is the final Geralt game though. That makes me happy. Now maybe these guys will create a game...
