I would try using more fans first. Grab a couple of high static pressure fans for the front (Fractal Design makes the Venturi Series, but the Dynamic Series would also work), and move the front fan elsewhere in the case. The included Silent Series fans in the fractal case have a tough time...

Not for gaming, no. By the time you go to higher resolutions where the additional 2GB would be useful, the 960 would be too slow. I made the same mistake with the 4GB 760 I currently have.

I have that supply, and I would not buy it again. I draw about 650 watts from it (760-770 at the wall), and it has some trouble keeping itself cool, while also making a fair amount of fan noise.
Thank you for that. So I may try a reference cooler before going down the water cooling route. I've been contemplating the EVGA 980 Ti Hybrid for simplicity, but it's impossible to find for a reasonable price, so I may just go reference and possibly do water cooling later, if required.

I would suggest sata ends only, and no molex. Sata power splitters exist, the connector is physically smaller, and the cables could be directly attached if a splitter isn't needed.
I'd use a computer like that to display dashboards in the office if the price is reasonable. Sure beats using a slew of unreliable and slow Raspberry Pi's!
No doubt the heat pipes would be right against the case. It may just work though, also using the play in the motherboard mounting holes.
