It's the most annoying thing isn't it, your monitor doesn't flick from power saving mode to on.
What I've found is that sometimes your video card is just loose in the socket, so take it out, clean the connector with an eraser and push it fully back in doing the screw up tight.

ummm, your connecting the SVideo out of your camera to the SVideo out of your video card? Your video card needs an SVideo IN to capture from the camera. SVideo out lets you plug your video card up to a TV or similar.
There may not be an option to disable it, if not just plug it in.
If you haven't checked please make sure your motherboard has an ACTUAL agp slot before buying an AGP card.
NOOOOO do not even consider Xabres. They are unsupported now and will NOT run latest games without a lot of trouble. I replaced mine months ago because it's basically legacy hardware now.

With those high temps I wouldn't recommend overclocking because it will probably produce more heat and more heat lessons the life of the chip. If your willing to risk breaking the card and warranty by replacing the HSF to get your temps down then by all means go ahead :)

If your using Windows XP it should pickup a normal webcam using a standard driver, I know for my crappy logitech cam I don't need a driver.
