I doubt the cpu is the bottleneck. It may be older, but that shouldn't matter. It is an i7.

Are you sure the 7950s were pushed all the way down into the pci-e slot?
That has happened to me on my 7870 because I can't screw them down as it will off-set the card out of the slot. I just have to be real careful when I move my case. I think it has to do with my case (Coolermaster CM-690 II).
I'm sure your friend was aware of the problem on the board.
