If you're talking about getting it to work at 144hz (regardless of Freesync), it's most likely the cable. Some 6950s also don't output dual-link DVI on both DVI ports, have you tried both?
If it were me, I would be using the DP/mini-DP anyway since dual-link DVI is close to...
Kinda similar situation as OP, will be running a 1080 into the sunset with this 2600k system, which is quite similar to your overall performance balance.

I don't normally like such heavy looking cards, but all that clean, shiny metal does make it look pretty damn appealing. I should leave this thread before it does bad things to my wallet.
I've found coil whine to happen most often on cards that draw a lot of power (200W and above). Though my only recent tests took place over the past couple of years -- 900s and 1070s/1080s; the last card I owned that had serious whine was the 7970). Just a data point from me.
I wish I could still say the same for myself. I swore off used, but then I saw a good deal and had a good feel from the seller after seeing where they live (i.e. not a miner).
Prices can stay high since nVidia just priced the existing previous gen cards into the current lineup.
Thankfully, it's a Seasonic so even it fails it won't quite blow up (I only hear of really poor quality PSUs taking other components with them when they die).
This is pretty much why you also never see prices drop when nvidia cards are EOL. Control over pricing.
They would sooner set the cards on fire than see them sell for a discounted price.
If you're genuinely wondering (...) why people are upset when Y card is the same as X card from years ago, it's because it took them years to do it.

I can buy it but don't need it right now. Thinking about how badly they're running amok with the pricing will ruin the experience the entire time I own the card, and I also don't particularly want to reward this kind of behavior. We're just telling them we're okay...

You gotta know your own patterns.
Generally you should be willing to put some thought into the release cycles and if we're only a month or two away from new releases, or if you're paying for something that will depreciate quickly.

On the flip side, miners shouldn't be surprised or upset if non-miner gamers aren't in a hurry to help cash out the people that have been profiting at their expense. It's the way it is, if not business, like you say.

+1 for RTSS (Rivatuner). I've been limiting to under refresh rate like previously mentioned since back when severe coil whine was a problem for power-hungry cards.

I usually blow off Zotac because unlike the manufacturers mentioned above, they don't (seem to) have a transferable warranty, which makes the card harder to sell after the every 2 years I upgrade.
I live close to ASUS and MSI depots (Markham), so it's been painless for me to do returns (they advance me a card in a couple of days, then I drop off the old one). It's also easier for me to just go down there and raise a stink if I were to have an issue, which I've never had -- great service...
It's excessive as a media player card. Unless you're getting a 690 at the same price as a 1050, I say you're better off going for the 1060 if you will still game, or an actual 1050 (or even 750ti if you see it around) if the 690 is more expensive.
Not saying 680 isn't old (because it is), but are you sure you're not talking about 580 being based on 480? Those were Fermi and 680 was Kepler, a new design.
