GPU-Z has a log to file option that you can use to check the clocks after playing and there is a log viewer floating around it you goole for it.

Both the Antec and Corsair units you linked are very solid.
As the 560ti is a very power hungry card, some models using an average of 200 W, I would go with the slightly higher rated 750 or 850 W unit by Corsair though.
The Coolermax ZU series are terrible PSUs they have an extremely high failure rate with capacitors randomly popping after a few months.
For the same price, you can get a corsair builder series which are much much better.

There's no way to prove that a single capacitor being popped is from a surge or manufacturing defect. The real evidence of a surge might be more damaged components and a popped fuse.

Yes, i didn't think it was worth mentioning the 3.3V line as, afaik, it isn't connected to anything in platter type HDDs and so connecting 12 V to the 3.3v is unlikely to blow anything (i guess).
