I had a similar problem with afterburner, it only clocked the gpu up to 500mhz. did the "unofficial unlock" and it stopped doing it.

What(program) is making it bottleneck? Sounds more like a driver problem. Also watch the cpu usage when it bottlenecks, if its at 100% that would be a good indication its the problem but I highly doubt it is.
