You will need at least Cat 6 for any run of 10GBASE-T. I do not see switches getting cheap for it anytime soon

I second that B450 would be your best bet. Boards with B450 usually have everything you want, and the extra features you get from X470 would be irrelevant to you.

Honestly you have to compare individual models, regardless of manufacturer. I've had good and bad boards from ASUS, MSI, Gihabyte, and ASRock.

That would entirely depend on their TDP budget. If they can allocate 65 watts to the CPU portion, they could easily push 3-3.3GHz on 8 cores with SMT. Even the first-generation Ryzen 1700 was capable of this efficiency.
