I hear the Corsair's are really loud if you look at reviews on them especially from Overclock3D. If you want a silent setup honestly I would spend another 100$ and install a custom water cooling loop (designed to be quiet).

Are you using the latest drivers? The micro-stuttering problem really worries me but I can't pass out on a deal like that. Here is my dilemma I'm looking to upgrade from GTX 260 Core 216's in SLI so if I go with a single GPU like the 6950, the performance would actually go DOWN.

Same here somewhat, I find I get smoothest gameplay when I get 90+ FPS with VSync off but if I have VSync on I get input lag. Mind you this is running 2 GTX260 Core 216's in SLI. I always leave Triple-Buffering on though, anyone know if turning it off will improve performance?
Should be good with that PSU but I highly recommend getting a cheap Corsair TX series PSU, the investment is definitely worth it. Will run quieter and more efficient. My old TX750W for example could run a 2600K @5GHz and two GTX 260 Core 216's highly overclocked. The updated version is even better.
