Team EVGA is a very strong team. That's where I was folding at before moving here. Maybe if someone knows some folders on oither teams we can reach out to them. Tom's harware would be a good team to compete against.
There are other ways we can have a challenge even if it's just us. Team EVGA have done time zone challenges and who remembers the Chimp challenge from long ago. We as a folding community need to work together to make stuff happen.

My 2080ti folding rig has 4 of them in it. It's a Corsair 7000d. 350mm,480mm x2 and a 420mm. Dual loop system cpu on the 360mm.Temps stay good. I will try a 1600w to start with and see how it goes. I may have to add a 2nd psu for this project.
I started a new folding rig today. It's a RAMPAGE IV EXTREME and 3960x 4 pci-e slots that can run at x8. Got a half working 2070 super in it right now. I'm thiunking this one wil be filled with 3080's or 3080ti's. Time to start looking at power supplies and a new case.
I have had a 1070ti and still have a 1080ti and would not go back to a 10xx series for gaming . The RTX cards are so much better. I would suggest a cheap used 30xx series or a 2070s as a upgrade Id bbudget is a issue. I payed 800 for my 3070ti new from EVGA. was a good buy short of fan issues.
Has anyone had any issues with a ECGA 3070TI with fans failing?. I got on from EVGA direct and within a month had a fan fall off . Rma'ed it and got a new one now the new o e has two fans not working. It's a 3070ti XC.
The 3070ti is a big step up. Yes the 1070ti will work but if you are on better then 1080p then you are missing out on some eye candy. Eye candy is what makes game more enjoy to me. I have gone from a 1060 3gb to a 3080 12gb in the last few years. With a few gpu,'s in between. Could not see going...
I would not think twice on a upgrade from a 10 gig 3080 to a 4090. If you are planning on using it. Wasted money if you don't plan on Using it. I myself would have it working within the hour of receiving it.

Having windows or not should not be a issue. Easy to download a copy to a flash drive and load. Windows keys are available easy enough and not too pricy. A decent 8th gen Intel and a 1060 would work good for him. Case wise if you can't reuse his. They can be bought for less than 50 bucks. A 450w...
