Your immediate problem seems to be any dedicated video card that is driver compatible with windows 7 64-bit. Any video card that runs off of windows 7 installed drivers or even worse none will run like crap no matter how much horse power it has.

turn off the power supply. count for about 10 seconds. turn it back on. some motherboards are not exactly compatible with the sleep so I suggest you disable it in control panel.
my e8400 @ 3.60GHz gets a 6.9
my 2x2gb gets a 6.9
my 4870 512mb gets a 7.5
my intel ssd 40gb had a 7.4 but went down to a 7.1 last I checked for reasons unknown.

I've had some low quality wired keyboards that had input lag so I'd recommend against any wireless devices for FPS gaming. EVERY millisecond counts. For some wireless keyboards/mice I've used from logitech, I experienced 0.5-1 second delay. Wired is direct and prevents interference.
