It's not pre-order DLC, they include it because you're upgrading from a Windows 7 version that already has it included. So when you upgrade to Windows 8, it's included for free because you already paid for it in Windows 7.

Well Firefox already allows you to do that across devices. If you're referring to simply across any and all browsers - I'm pretty sure you can do that with Xmarks. I can't 100% remember if that add-on syncs history as well as bookmarks though.
