Does he have a separate stand-alone DHCP server? If not, most routers I've worked with can just tie a DHCP pool to their routed VLAN interface. No need for IP helper then.

VLAN stuff is mostly about 2 things: 1. create the VLAN. 2. add ports to it.
When a port is in more than 1 VLAN it is a trunk (tagged) port. Otherwise it is an access (untagged) port.

A L2 switch cannot route. So you are understanding me correctly. Access/untagged ports should (exceptions exist) be in one VLAN only.
For DHCP, you will need to create a trunk/ tagged port between router and switch and also create a DHCP server for VLAN10.

You should make sure that the test ports are ONLY in VLAN10. Note that every VLAN should (logically) correspond with an IP subnet.
Also check whether your switch is routing between VLANS by default (is your HP a L3 switch or not?)
I went with Cat6 in wall as Cat6a cable is very hard to come by apparently. At least not when you requires less than 300+ metres. I chose Belden Cat6 U/UTP as a good brand will likely help.
I'm awaiting delivery now. My patch panel and keystones are rated Cat6a so that should not pose an issue.
I live in Europe where it appears to be more common to go shielded all the way and make it thus hard to get unshielded patch cords. I'm bothering some large distributors to please sell me some ^^

Leaving the debat between cat5e, cat6 and cat6a alone, I've been googling the effect of not grounding a shielded cable or hours on end and I can find both 'evidence' that not grounding:
- Will cause the shielded cable to pick up significantly more noise, inducing it into the twisted pairs...
I'd also use it for HDMI means so Cat6a might be useful in the feature.
I can't however unground everything. Things like a TV and some devices have a 3 prong plug. So those devices are grounded at the source, which would then also ground the shielded cable.

I've just realized a potential issue. I've bought Cat6a patch panels and keystones and I'm going to connect it all using U/UTP in wall cable.
However, it appears it is quite hard to find UNshielded Cat6a patch cables so I just bought what the store had. The cables say SSTP which is the same...

No, it is not always .255. It depends on your subnet mask. You are using a /24? That means that 192.168.1 is the fixed part. The last number can go from 1 to 255, 192.168.1.255 being the broadcast address for that subnet. 192.168.1.0 is called the network address.

But then I've read and been told it is near impossible to crimp Cat6a to spec and that you should use a keystone instead.
I do believe it is allowed, on the other hand, to crimp 1 8P8C on the cable. So 1 keystone is mandatory.
What is the path of the connection to the router when its interface is slow? And using that particular path, which device are you using to access the router?
I'd then remove the cable from the device and stick it to another to rule out any computer issues like firewall etc...
