In addition to Prime95, if you have multiple sticks of memory (lets say 1,2,3,4) you could physically remove a pair from the PC, for example 2 and 4. Boot up, reproduce issue. Power down, install sticks 2 and 4, remove 1 and 3. Boot up, reproduce issue. That might help cut to the chase a little...
Another thought occurred to me. Do you have a different video card you could swap in (not ATI) or even bypass it and utilize onboard video to see if the problem will reproduce? Might be worth a shot since that wouldn't be time consuming to try, and might lend you another clue.

When in dxdiag, you should find a Display 1 tab, Display 2 tab, etc (1 for each monitor). When you access those tabs, there should be a section entitled "Direct X Features". You'll find three buttons that say "disabled" next to:

Be sure to also suspect a faulty NIC. If you have a spare NIC, you could disable the old and monitor the results with the new.

Have you considered enabling QoS on your router to allow your streaming applications priority? This would be a different way to solve the problem if your main goal is to not allow other apps to sap bandwidth from the applications you care about.
