Most people won't notice much difference with 4k because most people have relatively small televisions and view them at relatively long distances. Watch a 133" projector at 9' or so and you will notice a massive difference.

I barely used the PA until I was level 30 or 35 or so, so I had 40+ cores saved up, but it seems like as soon as caps are no longer a real issue, fusion cores are no longer an issue. There are quite a few vendors that sell them, including the vendors you can build in settlements.
