Go to guru3d.com and download driver cleaner. Go to safe mode, run driver cleaner and clean all graphic drivers. Reboot, instal 9.9, reboot and then try again.

That psu is overkill. Corsair vx 450 would do a great job. Also, steer clear of barracudas. Buy western digital caviar black. The rest is ok. Don't worry about cpu, you can't go wrong whatever you choose.
