Yes, the scaling will be OK if your graphics drivers do the scaling. This means that a 1900x1200 signal will be sent to the monitor but with black bars. You will have to enable 1:1 scaling in your drivers' parameters.

Power the monitor off. Hold "menu", power the monitor on. Release "menu" after 5 seconds. The service menu is now available in the OSD.

The brightness would have to be lowered at the hardware level (i.e. the monitor's OSD) to dim the backlight. I don't think that Windows can control the monitor's backlight intensity.

Try changing the default source to DVI instead of DP. But the fact that only one monitor is behaving that way is weird.
