I'd go with a server close to the core of the network, that has the longest life expectancy; like a fairly new one or one that has been upgraded recently. That way you wont have to move it again anytime soon.

do you realize how easy that is to set up? 1 extra machine and 1 program. even if its not your AP, you can do it on any AP you have access to, wireless or not. grabs everything that goes over the line out the gateway. passwords, ssl traffic, ...everything.
create a contact under AD in whatever folder you want with the email address being a custom address, so you could put anything you want in it. then go to your AD account properties, go to exchange general, click on delivery options. there is a forward option there, the mail will hit both...

you could either wire up the place with cat5 before your users move in, or buy fiber cards for users machines, which would be near impossible to do if they were laptops.

yes, usually, hsrp is set up between 2 core switches like that but it will work with just eigrp running and one will just act as a failover.

have you tried swapping out or testing the network cable? the "link light" is only regulated by one pair of the 4 pairs. the cable could have a pinch in it and the link pair could still be good.

wow, is the 10 network the external IP on the DSL, or is that NATed? also, you can't route a 192.168 network to the intarweb, its for internal stuff only. you'd have to set up NAT for the external ip, which i doubt starts with 10. I could be wrong.
