I would definitely lean towards the 4870, the increased GPU horsepower is going to have more effect on performance than the extra 512mb. of memory. Most games aren't going to properly utilize that much video memory anyways.

Yeah, full 1080P resolution on a 22" is going to look sharp as hell. The dot pitch is low, and its 5ms. If it was 2ms, it would be better, but thats asking a lot from a hdtv.
Yea, given that situation, it might be worth waiting it out. The LGA1333 series will be out soon enough, and you certainly wont have any CPU bottlenecks with one of those.

In both these instances, you will see a decent performance increase regardless of whether you have PCI-E 2.0 or not. however, you will not see the absolute peak potential of either of these cards without 2.0.

I wouldn't think that a Q6600 would have any trouble keeping up with a single GTX 280, though in SLI it would be a different story. Fortunately, with a good air cooler, you can get a lot more than 200mhz out of that processor.
The difference between the 88gts 320 and the 9800gtx is astronomical. Even in a traditional PCI-E Slot, you should expect some decent performance gains. The big question is, what are you running for CPU, Memory?
