To me, this seems really silly thing to not disclose - as it can just be derived through benchmarking. Not hard to find a benchmark that scales linearly with clockspeed, measure performance with several different combinations of number of threads and fixed multipliers - then extrapolate from there.

Could disable Hyperthreading - at least just for gaming. Not doing much benefit with 16 cores already. Also could try setting the affinity manually - will get you a better idea of utilization vs spreading it out evenly.
