So I swapped power cables from on PS from VGA1 and VGA1(two seperate plugs) to VGA1 and VGA2. Plus I deleted afterburner/rivatuner and rebooted. Seems to have fixed issue so far. Ran two games no issues. More test to come.

Yeah/ Ive been playing around with settings. CPU can pull 4.325ghz but takes 1.42v in Bios and under load its 1.502v Temps get up to 81c. Way to much temp and voltage increase for 125mhz so I backed it down to where I was.

So my X99 system took a dump. No post, code 00. wasnt going to vest in aging system so went with a 2600 for now. Wanted to make sure voltage and temps seemed within range since its been a while since I was on AMD platform.

But what Im noticing is a drop in voltage available when messing with memory speeds. Thats effecting max overclock. That doesnt happen with a CPU/Mem overclock.
If your implying that furmark pushes the card to hard thats not the case. I also ran Valley, Heaven, TimeSpy with similar results. Grant it most games only push the card to 80-95% power limit. Some do max it out. Witcher 3, Fallout 4, hell even my Stalker/ Metro games max it out.
Had some free time to mess with overclocking the 1070 this weekend and noticed that memory clock and fan speed effected my core overclock/voltage. Heres my finding:

1070 is a FE board with 3 fan cooler (temps stayed 55-58c)...
Its going to ened up being a personal preference choice. Most of the 1070s are on par with each other just make sure you get one with a good cooler and samsung memory if you plan on overclocking card.

Very happy so far! Came from AMD camp (5770, 6950, 290) and couldnt be happier. What did it for me mainly was deal I got ($342) on a 1070.(O/C gets me close to 1080 performance) I dont game nearly as much as I use to so getting a great card at a good price was sweet.
