Testing my X99 Deluxe right now. Right now typing this they're at 44C in my 800D aircooled. I purchased the EK-X99 block as I've planned on using it regardless as it's actually easier for me to integrate it into my current loop rather than leave them stock cooled.
Looks like oxidization of the copper to me. Happens to copper after awhile due the the oxygen from coolant flow, I believe this is why they started nickel plating in the first place. You should be able to clean with either ketchup or citric acid/water solution.
