I would have to say it's the game, i would try uninstalling and reinstalling the game. Make sure you have all the updates and patches. Look to see if your V. syc is unchecked. Double check your resolution also. I really believe uninstalling and reinstalling the game will fix the issue.

Changed out my amd 5200 for a 6400 x2 oc'd to 3.39ghz i added 2 8800 gts 512mb oc'd to 714mhz, and 2gigs of dominator ram 4-4-4-12 1066mhz. It's really been a blast upgrading, this system. So here is my Armor!

Check your wiring, it sounds like you might have some wires crossed. Or a naked wire maybe expossed.
