My base recommendation is a topping d10s, they have very high quality components, and the sound out of them is very good, if not excellent. They need an amp or amped speakers.
Long usb cables won't cause degraded sound. It's digital.
If there is interference, you may notice drop outs, pauses or such while sync is being dropped and re-established. I use a 5m USB extension for my UPS for that reason - if it drops out and takes a second for it to re-establish it's not...

Unfortunately most amps run 24/48V typically in my experience. That said 50W out of most decent speakers is well and truly loud enough for the vast majority of people.
As an electronics engineer - unless you're pumping huge wattage (at low voltage) into speakers, you don't need massive wires. At reasonable volume levels, you're nowhere near the limits of even standard cat 5/6 wires on the majority of speakers/amps.
A lot of 3080 and 3090 cards suffered "cheap parts" problems due to covid. Over the last year, some have failed. Gigabyte and Asus are most affected. This is why a lot of them are getting sold.
I still think the 360 is strictly better than 280 mm due to volume of coolant.
